Soak the dates and raisins in 2 cups of water each overnight.
Preheat the oven to 350°F.
Place the dates and raisins in a saucepan and add the remaining ingredients.
Cook until the water is absorbed, adding more water, if needed.
Place the mixture into an 8x8" oven-safe dish and bake for 30 minutes at 350° or until golden brown.
Allow to cool and cut into bars.
Store in an airtight container.
